From what I have gathered, tour groups offering guided tours to Chichen Itza are only charging for the additional services they provide such as transportation to/from the ruins, bilinqual guide, etc.. But, they still require people to pay "Chichen Itza access tax ($30 usd per adult /$5 usd per child) to be paid day of the tour".
